A learner can produce 132 words a minute and still be hard to follow. The trouble may sit in the half-seconds between those words. A pause after "When the meeting finished" gives the listener a complete unit. A pause inside "when the meeting... finished" makes the listener hold an unfinished phrase. This article is for a B1 or B2 speaker in Taiwan who can keep talking yet feels that every hesitation sounds conspicuous. The useful target is pause placement: keep short stretches of meaning intact and take thinking time at their edges.
Fluency has more than one clock
Teachers often measure speaking rate because it is easy to hear and count. Fluency researchers separate at least three features: speed, breakdown and repair. Speed covers syllables or words per minute. Breakdown covers silence and filled pauses such as "um". Repair includes repetitions, restarts and corrections. A speaker can change one without changing the others.
In four experiments, Bosker and colleagues asked untrained listeners to rate L2 Dutch speech. Measures of speed and pausing predicted perceived fluency better than repair measures. The study concerned Dutch, and a listener rating is a perception rather than a complete account of speaking ability. It still gives a useful warning to English learners: removing every self-correction may leave the larger fluency problem untouched.
Fast speech also creates its own damage. Vowels shrink, consonants disappear, and a planned sentence outruns the words available to finish it. I would rather hear a learner deliver four clear thought groups at 108 words per minute than chase 145 and break a noun phrase in half. Those figures are practice targets, not universal thresholds.
Slow speech can sound fluent when the pauses respect structure. A carefully planned answer may include a 620-millisecond silence after a complete clause, followed by a clean restart that keeps the listener oriented, because silence at a predictable boundary costs less to process than a shorter break inside a verb phrase.
Where the silence falls
Parvaneh Tavakoli compared picture-story narratives from 40 native speakers and 40 L2 speakers of English. The L2 group paused more often and for longer, yet the sharper difference concerned location. They placed many pauses inside clauses, while the native-speaker group placed more at clause endings. Formulaic sequences contained few pauses. The 2011 study did not test an intervention, so it cannot prove that moving pauses will cause broad gains in proficiency. It identifies a feature that teachers and learners can hear, mark and practise.
Consider this line from a project update:
We sent the revised proposal / after the finance team approved the budget / on Thursday afternoon.
The slashes mark possible planning points. "The finance team" stays together. So does "approved the budget." A speaker may choose a different grouping if Thursday modifies the approval rather than the sending. Meaning decides the boundary.
Now place a slash after every third word:
We sent the / revised proposal after / the finance team / approved the budget.
Nothing is grammatically missing, yet the listener repeatedly receives fragments. This is why breath marks copied from a printed script need checking against syntax and intended meaning.
Mark, record, compare
Choose a 70-to-110-word passage that you can already understand. A company email, a GEPT speaking prompt and a short transcript from a podcast all work. Dense new vocabulary steals attention from phrasing, so save the difficult article for reading practice.
Read the passage silently and draw slashes at likely boundaries. Look first for the end of a clause, then for a complete prepositional or noun phrase. Record one take without forcing speed. On playback, mark every pause longer than roughly 300 milliseconds, the range commonly used in L2 fluency measurement. A phone waveform can help locate silence, though your ears must judge whether the words around it belong together.
Compare the planned and actual marks. Pick two mid-clause pauses, rehearse the whole phrase around each one, and record a second take. Keep the same text. Changing the passage would hide whether the timing changed.
This takes about 7 minutes. It also pairs well with repeating the same speaking task, since repetition frees some attention for timing. The first take reveals the boundary problem; the later take lets the speaker move the pause while preserving the message.
Chunks buy planning time
Tavakoli's formulaic-sequence finding explains why phrases such as "as far as I know" or "at the end of the month" often come out in one run. Their internal choices have been practised together. A learner who assembles "at / the end / of the month" word by word spends planning time inside the phrase.
Useful chunks should come from a real task. For a weekly update, practise "we are waiting for confirmation," "the revised deadline is Friday," and "once the supplier replies." For the GEPT intermediate speaking test, a learner might need "the main reason I chose it" or "one example from my own life." Six usable sequences beat a page of elegant expressions that never enter the recording.
When the learner repeats those six sequences across a status update, a delayed-delivery explanation and a request for help, the wording stays available while attention shifts toward the names, dates and reasons that make each message new.
Chunk practice has a boundary. Memorised strings can sound smooth while the speaker avoids creating new language. Ask for one small substitution each time: Friday becomes the 23rd, supplier becomes design team, confirmation becomes the final quotation. The phrase remains stable and the message moves.
Do not erase every hesitation
Native speakers pause, repeat and revise. A filled pause can signal that the speaker intends to keep the floor, and a repair can protect accuracy. Bosker and colleagues' later perception experiments found that listeners do not judge native and non-native disfluencies in exactly the same way. Accent, expectations and context affect the rating. Fluency practice should never turn ordinary hesitation into a defect hunt.
The better diagnostic is narrower. Listen for silence that splits an article from its noun, an auxiliary from its main verb, or a preposition from its object. Circle only two breaks in one recording. Tomorrow, use the same 86-word passage and try to move those two silences to the next clause boundary.
